Robert's Rules of Order (Chapter XIII, S.45) recommends IRV (which it refers to as preference voting) for single winner elections in which open-ended re-voting (i.e. convention or caucus style voting where members cast multiple ballots) is not feasible, such as public elections or organizational elections using mail ballots.
